With close to a decade of experience in investigating employment matters within the federal government, he has the expertise and knowledge to effectively represent his clients. Prior to joining the Hoyer Law Group, Neil managed an investigation firm focused on complaints of employment discrimination, harassment, and whistleblower retaliation filed by federal employees. In his role at the Hoyer Law Group, Neil handles all aspects of the federal administrative system, from intake to formal investigations, discovery, and litigation before the Equal Employment Opportunity Commission (EEOC) and the Merit Systems Protection Board (MSPB). He is well-versed in initiating complaints with the Office of Special Counsel (OSC) and the Office of Inspector General (OIG), as well as appealing matters to the Office of Federal Operations (OFO). Neil has a proven track record of securing favorable judgments and negotiating high-dollar settlement agreements for his clients. Neil Ognibene earned his Bachelor of Arts degree from the University at Buffalo with distinction in 2001 and his Juris Doctor from the University of Richmond in 2004.
