Grover H. Baxley is a highly experienced military defense counsel in Virginia Beach, Virginia. With a background in the U.S. Air Force Judge Advocate General’s Corps, Mr. Baxley has a proven track record of success in representing members of all military branches in a variety of legal matters. Grover H. Baxley is the founding attorney of JAG Defense. During his time in the U.S. Air Force Judge Advocate General’s Corps, Mr. Baxley held positions such as Chief of Military Justice and Chief of Adverse Actions. His exceptional performance as a prosecutor led to his selection as an Area Defense Counsel, where he litigated numerous courts-martial across the United States and Europe. In his final year of active duty, Mr. Baxley was recognized as the top military defense counsel in the Eastern Circuit and ranked in the top 5% worldwide. In 2005, Mr. Baxley transitioned to civilian law practice, focusing exclusively on military and security clearance law. He has successfully represented hundreds of clients, both military members and civilians, in a wide range of legal issues, from minor administrative actions to complex courts-martial. Additionally, Mr. Baxley has assisted individuals in obtaining and retaining their security clearances. Originally from Cataumet, Massachusetts, Mr. Baxley holds a Bachelor of Arts in English from Vanderbilt University and a Juris Doctorate from The University of Richmond School of Law.
